Sally Seraj
President - Term ends: 2020

Sally has a J.D. degree from South Texas College of Law and a Master’s Degree in Public Administration from the University of Houston. Sally’s professional experience includes real estate, oil and gas, and renewal energy industries. She has served as a board member of Westlake Municipal Utility District No. 1 since 1996 and has been a resident of Westlake Forest since 1993.


Gregory J. Brown
Vice President - Term ends: 2020

Gregory has a BT Degree in Electronics, Computers and Mechanical Technology from the New York Institute of Technology. He worked as an Instrument and Control Systems Technologist in the Oil, Gas and Petrochemical Industries. Gregory previously served as a Board member of the Westlake MUD No. 1 and rejoined the Board in 2016. He has been a resident of Westlake Forest since 1979.


Jerry Power
Secretary - Term ends: 2022

Jerry has a BS degree from Texas A&M in Chemical Engineering. Jerry has worked as a Texas Registered Chemical Engineer with concentrations in Engineering, Manufacturing (Polymers and Synthetic Fibers), and Quality Assurance and Process Safety. Jerry has served as a Board member since 2001 and has been a resident of Westlake since 1994.


David L. Martindale
Assistant Secretary - Term ends: 2022

Resident of Westlake Forest since 2013. He has a degree in Communications and Marketing. He is a retired business owner of a landscape company and is currently employed by Harris County Pct.3. David became a board member in July 2018 to fill a vacated position.


Eric O’Neal
Assistant Secretary - Term ends: 2020

Eric O'Neal, resident since Sept of 1999 has an MBA from Texas A&M International University. He worked at the United Nations, The Houston World Trade Association and a French Refinery Construction Firm as a Supply Chain / Logistics Manager. Recently he is involved in residential Energy usage and reduction via extreme insulation and solar compliment.

Election Information

The next directors election will be held on May 2, 2020. The first day to file an application for a place on the ballot is January 15, 2020. The last day to file an application for a place on the ballot is February 14, 2020. Please see the Texas Secretary of State website for additional election deadlines.
