MUD 101: What Your Municipal Utility District Does- and Doesn't Do

The directors for Westlake Municipal Utility District (Westlake MUD 1) would like to inform residents of the role of a MUD district. Whether you're new to the neighborhood or have been here for years, understanding the role of the MUD is essential for staying informed and knowing who to contact when issues arise.

This guide explains what your MUD does and does not do, helping you get the most out of the services provided and avoiding confusion.

What Is a MUD?

A Municipal Utility District (MUD) is a special governmental entity created by the State of Texas to provide essential infrastructure and services to residents in areas not served by a city. These services are primarily related to water, wastewater, drainage, and occasionally, other utilities or community improvements.

Your MUD is governed by an elected Board of Directors made up of residents or property owners in the district. The MUD operates independently of any city, although it may be located within a city’s extraterritorial jurisdiction (ETJ).

What Your MUD Does

Your MUD is responsible for providing and managing the following:

Water and Wastewater Services

  • Owns and maintains the water distribution system.
  • Provides clean, potable water to your home.
  • Collects and treats wastewater through district infrastructure.

Infrastructure Construction & Maintenance

  • Oversees the design and construction of utility infrastructure.
  • Maintains water lines, sewer lines, and drainage facilities.

Billing and Financial Oversight

  • Issues monthly utility bills.
  • Manages tax rates and bond financing for capital improvements.

Regulatory Compliance

  • Ensures compliance with state environmental and utility regulations (e.g., TCEQ).
  • Manages permitting, reporting, and inspections.

What Your MUD Does NOT Do

Your MUD does not function as a city or homeowners’ association. It does not provide the following:

HOA Responsibilities

  • The MUD does not enforce deed restrictions or HOA rules.
  • Landscaping, architectural guidelines, community amenities, or social events are typically managed by the HOA.

Stormwater Drainage and Flood Control

  • Westlake MUD 1 does not maintain stormwater drainage systems such as detention ponds, storm sewers, and outfalls.
  • Works to prevent neighborhood flooding.

Road or Sidewalk Maintenance

  • Unless otherwise stated, public roads and sidewalks are maintained by the county, city, or HOA—not the MUD.

Electricity, Gas, or Cable

  • MUDs do not provide or manage electric, natural gas, internet, or cable services.

Resident Responsibilities

  • Pay Utility Bills and MUD Taxes promptly to avoid service disruption.
  • Report Leaks, Water Issues, or Drainage Problems to the MUD operator or district website.
  • Stay Informed by attending MUD meetings or visiting the MUD website.
  • Know Who to Call — for non-MUD issues, such as streetlights, pet control, or HOA violations, refer to the correct agency or HOA.
