MANAGEMENT OF THE DISTRICT AND PROFESSIONAL SERVICE PROVIDERS

AUDITOR

The District has engaged BKD, LLP, Certified Public Accountants as the District’s independent auditor. The District is required to file an annual audit with the Texas Commission on Environmental Quality.

TAX ASSESSOR/TAX COLLECTOR

The District has engaged Barbara Wheeler as Tax Assessor/Collector for the District. Ms. Wheeler currently serves as tax assessor/collector for approximately 125 districts within Harris County and surrounding counties.

BOOKKEEPER

The District has engaged Municipal Accounts & Consulting, L.P. as Bookkeeper for the District. Municipal Accounts & Consulting, L.P. has been providing bookkeeping and investment services to utility districts since 1979 and currently serves as bookkeeper for over 125 other municipal utility districts.

UTILITY SYSTEM OPERATOR

The District has engaged Severn Trent Environmental Services, Inc. to operate and maintain the District’s water and wastewater system. Severn Trent Environmental Services, Inc. serves in a similar capacity for approximately 131 other municipal utility districts.

ENGINEER

The District has engaged Brown & Gay Engineers, Inc. as the District’s engineers. Brown & Gay serves in a similar capacity for 35 other municipal utility districts in the Houston metropolitan area. Brown & Gay Engineers, Inc. has been providing engineering and surveying services in Texas since 1975. The firm has a staff of over 200 with 41 registered engineers and 5 registered surveyors. The firm is ranked in the Top 500 Design firms in the country by the Engineering News Record magazine.

BOND COUNSEL AND GENERAL COUNSEL

The District has engaged Schwartz, Page & Harding, L.L.P. as general counsel and bond counsel for the District. The firm's principal area of practice is the representation of municipal utility districts, road districts, and other special purpose districts with respect to local government law and finance matters.

FINANCIAL ADVISOR

The District has engaged First Southwest Company as financial advisor for the District. First Southwest advises the District regarding the issuance of bonds and setting the District’s tax rate. First Southwest serves as financial advisor to more than 200 municipal utility districts in Texas.
